Section 8 Housing Choice Voucher Program

Dane County Housing Authority administers the Section 8 Housing Choice Program, which provides eligible families and individuals the opportunity to rent housing of their choice on the private market.

Dane County Housing Authority serves Dane County outside the City limits of Madison, WI.

The Housing Choice Voucher Program is a major federal government program helping very-low income families, the elderly, and disabled afford decent, safe, and sanitary housing.

Housing Assistance is provided on behalf of the family or individual. HCVP participants are able to find their own housing, which can include apartments, single-family homes, duplexes, townhouses, and row houses. The HCVP participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing programs.

Housing choice vouchers are administered locally by Dane County Housing Authority. We receive federal funds from the U. S. Department of Housing and Urban Development (HUD) to administer the program. A family that is issued a voucher is responsible for finding a suitable housing unit of the family’s choice. The owner must be willing to rent to the family under the program guidelines. This may include the unit the family is already residing in, referred to as “leasing in place”. ALL units must meet the minimum standards of health and safety known as Housing Quality Standards (HQS).

Oftentimes landlords will list their rental properties with Dane County Housing Authority because they want to lease to a family with a Section 8 voucher. Dane County Housing Authority maintains an “Available Units Listing” it is updated monthly and distributed to program participants.

A housing subsidy is paid to the landlord directly by Dane County Housing Authority on behalf of the family. The family pays the difference between the contract rent charged by the landlord and the amount subsidized by the housing authority. Under certain circumstances, if the family qualifies, the Section 8 Voucher can be used for home ownership.

A family may continue to participate on the Section 8 HCVP if they abide by all HUD and Dane County Housing Authority rules, regulations, and guidelines and there is sufficient money provided by HUD for continued subsidy. If a family attains a level of self-sufficiency, whereby their portion of the rent equals or exceeds the contract rent, they will be terminated. Also, families will be terminated for fraud, unauthorized people in the unit, lease violations, and any other program violations.
